ENTHRONISIS OF HIS EMINENCE ARCHBISHOP TIMOTHY

His Beatitude Metropolitan Stephen, by the Grace of God, V Primate of the Church, elevated and enthroned His Excellency Bishop Timothy to the Office of Archbishop on Sunday August 10th, 2008 at 9:30 a.m., at St Patrick Enlightener of Ireland Chapel, 4202 Newark Avenue, Cleveland Ohio. His Grace Bishop Simeon of the Synod and other clergy from the Archdiocese assisted His Beatitude. His Eminence Archbishop Timothy became the seventh to hold the position of Archbishop of the Archdiocese of the Americas and Dependencies since 1892. The Archdiocesan Ordinary is no longer required by Canons to also be the Primate of the Church. He now has the title of His Eminence Archbishop of the Americas and Dependencies, and will serve the Primate as liaison between the Archdiocese and the Metropolis. He will be responsible for the spiritual care and administrative welfare of all parishes and missions of the Archdiocese throughout the world and the faithful belonging to them, and of all tribunals of the Archdiocese. He will also have head and have oversight of the Christ the Pantocrator Sovereign Order of Chivalry, and shall govern the Commission on Religious Counseling and Healing. He will also have oversight of all Archdiocesan Archives, but not those of the Metropolis. In addition, he will do the first review of all deacons (except those that are exempt) being recommended for Ordination as Priest, and will then send his recommendation on to the Primate. His Beatitude is allowing him to select his Archdiocesan Council and submit their names to the Metropolis for approval. Many Years, Archbishop Timothy!

 

RECOMMENDATION MADE TO CHANGE NAME OF ARCHDIOCESE

At the 2008 Great Synod of Bishops, the issue of "Syro-Russian" in the name of the Archdiocese and the Church was addressed. The bishops all agreed that "Syro-Russian" is misleading and causes many to think that our Church offers services in Russian and/or Syrian. His Beatitude Metropolitan Stephen advised that the word "Russian" in itself is the cause of most confusion because the Apostolic Succession of our Church is Syriac and Greek from Antioch. He stated that, "Our orders stem from St Peter the Apostle of Antioch but actually has two lines. One line is trace back to St Peter through His Holiness Ignatius Peter III, Patriarch of Antioch, who approved the consecration of our first Primate, Metropolitan Timotheos (Vilathi) in 1892. This line is Syriac. The other comes from His Holiness Gregorios IV of the Greek Patriarchate of Antioch when he consecrated His Holiness Aleksij I of Moscow in Russia. Patriarch Aleksij I consecrated Ioann Konstantin Nikolaevich who brought this line of succession to our jurisdiction when he consecrated Metropolitan John (Skureth) in 1966. This line also dates back to St Peter the Apostle."

Bishop Cyril made mention that he was against the current name of the Church because it leads people to think that we are an ethnic Church. His Grace Bishop Simeon also gave his opinion on this matter, and proposed that the name be changed to a more inclusive name, one that would appeal to all who are seeking the Orthodox Church. His Eminence Archbishop Timothy also offered his views and noted that such a change should be final and lasting. His Beatitude Metropolitan Stephen commented on this, and advised that whatever name be chosen to replace Syro-Russian, it must be perpetual, and it must identify our Apostolic Succession. This was agreed upon by all present. The Bishops, Presbytera Jennifer Johnson, Father Anthony Luebke, and Father Steven Johnson offered various name proposals. The name agreed upon was "Eastern Orthodox Catholic Archdiocese." His Beatitude commented that there are some other jurisdictions that also use this name and it is important that we clearly identify ourselves. He suggested "Eastern Orthodox Catholic Archdiocese (Syriac-Greek Successions of Antioch)." This was approved and His Beatitude gave his approbation and blessing. He also said the name change would be gradual and not to be expected overnight. However, he also noted that by January 1st, 2009 it should be finished. The vote to make this change was unanimous.

 

CHRIST THE PANTOCRATOR SOVEREIGN ORDER OF CHIVALRY

NEW MODERATOR NAMED FOR COMMISSION

[Carlsbad California] The Metropolis has named Very Reverend Archpriest Stephen Lawrence as the new Moderator for the Commission on Religious Counseling and Healing effective on October 1st , 2008. He replaces His Eminence Archbishop Timothy who has served as such since 1996. The transition is expected to take about three months. We welcome Father Stephen as the new Moderator, and than His Eminence for his twelve years of dedicated service.

A. Monastic clergy are the ones who wear a veil attached to the kamilavka. Married clergy do not. However, there are times that monastics will remove the veil from their kamilavka but normally wear them at Divine Services, but married clergy never wear the veil.

Q. Who replaced Judas Iscariot as an apostle? Linda Martin, Atlanta GA

A. After Judas' betrayal and death by suicide, the other apostles gathered together and cast lots relying on the Holy Spirit. Matthias was chosen and joined the Holy Apostles. St Matthias served the Church very admirably until his death.

Q. Does the Orthodox Church have nuns? Ann Logan, Portage IN

A. Yes, the Eastern Orthodox Catholic Church has many nuns throughout the world, and they reside in convents or monasteries for women. They do not separate themselves into many various religious orders, as do the Roman Catholics. Orthodox Christian nuns wear full monastic habits unlike those of most Roman Orders.

 

DOMESTIC PARISHES & PRAYER GROUPS

The Syro-Russian Orthodox Catholic Church, like other small and smaller Orthodox jurisdictions, realizes that there are members who live far away from the nearest parish to them. In some cases, there are parishes of other jurisdictions that are in communion with us or in which mutual recognition has been exchanged. In such cases our members may attend those churches until one of ours is opened in their locality. In other cases, there are those living in an area with no parish at all to attend, and for them they may belong to an existing parish and be on its rolls as a member. Such persons would be allowed to use the Typica Service within their homes on Sunday and Holy Days. Domestic Churches, Chapels, and Prayer Groups may be established in homes until a parish or mission can be officially established. "Distance Parishioners" would also be allowed to make their 10% tithe to the parish attached to uniting them to it in good standing.   • His Grace Bishop Simeon of Cleveland (OH) has been appointed the new Vicar General of the Archdiocese of the Americas and Dependencies and will assist His Eminence Archbishop Timothy in the administration thereof. His Beatitude, at the Great Synod, made the appointment on August 7th, 2008. It becomes effective on October 1st, 2008.
  • VR Archpriest Spiridon Kisomose named Vicar-Chancellor of Uganda & All Africa headquartered at St Basil Pro-Cathedral, Kiboga Uganda, by His Beatitude Metropolitan Stephen.
  • VR Mitred Archpriest Stephen Lawrence appointed new Moderator of the Commission on Religious Counseling & Healing on Wednesday August 7th, 2008 by His Beatitude Metropolitan Stephen. The appointment becomes effective on October 1st, 2008.

 

OFFICIAL FROM METROPOLIA

Issue 1– (07.04.08.1) Clergy of the Archdiocese who hold secular jobs or who receive money from outside sources are expected to participate in the monthly oblation to the Metropolis. The policies now being enforced are stated in the previous "Orthodox Christian Herald" as well as this one.

Issue 2 – (08.18.08.1) Cyril (Robert Cranshaw) deposed from the Episcopacy and returned to the laity by His Eminence Archbishop Timothy. Clergy of the Archdiocese should not have contact with this man.

Issue 3 – (08.27.08.1) His Beatitude Metropolitan Stephen has rescinded an earlier decree to dissolve the Theocentric Psychotherapy degree program offered by St Mark Seminary and College in 2007. The program will be fully reinstated effective on January 1, 2009.

Repeated – (05.04.08.2) The Metropolis requests that all clergy obtain a relic of St Nikolaos of Vounenon that was sanctified for our Archdiocese in March 2008. Please write or email the Metropolis about obtaining one for your parish. This is a directive and not a request.

DISCIPLINARY MATTERS

Clergy of the Archdiocese should be cautious of Stefan Sava Cosas (Ohio), deposed bishop, and Bishop Jovan Puric (Pennsylvania/California). These two men are not to be welcomed into any of our parishes or institutions. Both claim to be primates of non-existent jurisdictions.

His Eminence Archbishop Timothy deposed Cyril (Robert Cranshaw) from the Holy Episcopacy on August 15th, 2008 for serious infractions against Canon Law and the Archdiocese, and for his grave offenses against the Metropolitan Primate. His Eminence also laicized him on the same date.

Subdeacon Matthew Largaespada is facing laicization from the Archdiocese pending a formal review of records by His Eminence Archbishop Timothy. His Beatitude lifted a previous suspension but this was done under bad advisement and has been retracted.

Father Paddy Curran, passed away on July 3rd , 2008, County Mayo Ireland. Father Curran was a close friend of Father Padraig Kneafsey, and a Roman Catholic priest who allowed the use of his parish church to help Father Padraig establish All Saints of Ireland Syro-Russian Orthodox Catholic Church. Father Curran loved the Eastern Rite Liturgy and attended it often at our mission. May his soul rest in peace through the mercy of God!

UGANDA NAMED CENTER OF CHURCH IN AFRICA FOR METROPOLIS

[Kiboga Uganda] His Beatitude Metropolitan Stephen has designated Uganda as the Archdiocesan Vicariate of all Africa, and named Very Reverend Archpriest Spiridon Kisomose as its Vicar Chancellor. "Vicar Chancellor" is the term used by the Metropolia to denote the administrator of a territory where there is an absence of episcopal oversight. It combines the offices of "Vicar" and "Vice-Chancellor" because the holder performs the responsibilities of both. Therefore, the Vicariates of Tanzania, Kenya, The Congo, and Nigeria are under the Archdiocesan Vicariate of Uganda. When the time comes to establish a diocese in Africa, it would most likely be the Archdiocesan Vicariate that would be elevated to this status. All clergy in Africa are asked to be in touch with Father Spiridon and advise him of their existence.

 

NEW MISSION PARISH FOR CLEVELAND OHIO

[Cleveland Ohio] St Barnabas Mission Parish was approved by His Beatitude Metropolitan Stephen on September 5th , 2008. This parish will be located in St Thomas Lutheran Church, which has agreed to rent their facilities to the new mission. For now the Divine Liturgy is scheduled to be celebrated every Sunday at 1:00 p.m.  St Barnabas Eastern Orthodox Catholic Parish will be located at 9509 Lake Avenue, Cleveland Ohio. METROPOLIS TABLES DISCUSSION FOR EUCHARISTIC COMMUNION WITH THE UKRAINIAN ORTHODOX AUTOCEPHALOUS CHURCH

[Cleveland Ohio] On July 5th , 2008, His Beatitude Metropolitan Stephen, after meeting with representatives of the Syro-Russian Synod of Bishops, has decided to table all dialogue concerning Eucharistic Communion with the Ukrainian Orthodox Autocephalous Church. The reasons for this decision have been ordered sequestered for now.

His Beatitude did make it very clear that any jurisdiction wishing communion with our Synod must make certain that their bishops are all of the Orthodox faith. Any "council" of bishops associated with a jurisdiction must not allow non-Orthodox members to fully participate and be in communion with them as this is unacceptable.

 

THREE MORE PARISHES PETITION METROPOLIS FROM UGANDA

[Uganda] The Metropolis has been petitioned to receive St Menas Church (Father Azariah Mukase), St Nicholas Church (Father Christopher Tamale), and St Paul the Apostle Church (Father Christopher Tamale) all of Uganda. Very Reverend Archpriest Spiridon Kisimose, Vicar-Chancellor of the Uganda Vicariate and All Africa for the Metropolis, is currently reviewing these parishes. The Metropolis awaits the report and recommendation from Archpriest Spiridon in order to make a decision.

METROPOLIA ISSUES STATEMENT ON ANNUAL CHARTERS – MONTHLY OBLATIONS

[Cleveland OH] His Beatitude Metropolitan Stephen advised the Archdiocesan Vicar General, Bishop Timothy, and the Chancery Administrator, Father Steven Johnson, that effective September 1st, 2008, no charters or Certificate of Sacerdotal Faculties will be issued to any priest or parish or institution that has not met all Archdiocesan financial responsibilities. The current annual responsibilities are:

  1. Clergy must purchase the Syro-Russian Liturgikon and use it in their parishes. The cost, including postage and handling, is $180.00.
  2. The Code of Canons and Statutes must be in every parish or owned by every priest. The cost of this book is $70.00 and includes postage and handling.
  3. The monthly oblation to the Archdiocese must be paid and current by August 5th annually. This is not a "Syro-Russian thing" because all jurisdictions have similar policies that are even more enforced in some.

His Beatitude also advised of the requirements for having the monthly oblation partially or fully waived, and they are:

  1. The priest must be declared "financially unable" or "indigent" by the Archdiocese based on proof of his annual income and number of dependents. He must submit to the Archdiocese either a current tax-return or filing statement and itemization of annual utility bills and rent or mortgage, or a legal document showing income based on Social Security or State Assistance, and a notarized statement that no other income is received. This does not include food stamps.
  2. The priest shall be semi-retired and at least sixty (60) years of age, and without secular employment, or shall have an illness that prohibits him from having secular employment and on SSDI.
  3. The priest shall be retired without secular employment or government benefits that are in excess of $600.00 per month. If residing in a nursing home, a waiver shall be granted upon verification of where the priest is residing.
  4. Parishes wishing to be waived partially or fully from the monthly oblation must show proof of the annual income and number of adult parishioners.
  5. Institutions that are having financial difficulty or are in a financial crisis may apply for consideration.
  6. Hermitages, and other parochial institutions, that do not generate an income are only responsible for the annual charter fee.
  7. A newly established mission parish, monastery or monastic house, or counseling center are exempt from the monthly oblation for the first charter year (regardless of month left in that period), but must pay the charter fee.
  8. All those who wish to be considered must file a petition to the Metropolis by mail. The waiver does not become effective until the date issued by the Metropolis.
  9. The parish shall be a mission that does not generate more than $10,000.00 per year, and the parish priest shall not receive a secular income.

His Beatitude reviewed the oblation income records of 2006 and 2007. In 2006 the income was 45% below what was expected, and in 2007 it was 40% below what was expected. Those wishing to pay quarterly must request this in writing, and the Metropolis must approve it.

REPORT FROM THE GREAT SYNOD
& COMMISSION CONFERENCE 2008

The Synod of Bishops, and members of the Metropolis Advisory Committee, met in Cleveland Ohio from August 4th–7th , 2008. The Synod was held at Our Lady of Sitka Monastery and also at St Brendan House. His Beatitude Metropolitan Stephen convened and presided over all the sessions during the Great Synod. The Commission on Religious Counseling and Healing Conference was held at St Procopius Roman Catholic Church from August 8th-10th , 2008. His Beatitude Metropolitan Stephen convened the Conference, but it was presided over by His Eminence Archbishop Timothy. Some of the decisions from the Great Synod and the Commission Conference are listed below.

Great Synod

  1. His Beatitude Metropolitan Stephen invited all members present to his 20th Anniversary of Enthronement as Primate Dinner. His Eminence Archbishop Timothy, who was assisted by His Grace Bishop Simeon, hosted it. It was held at Angelo's Nido Italia in Cleveland's Little Italy. Thirty people attended the fabulous chicken and spaghetti dinner that was donated by the owner, Angelo Sidari. Presti's Bakery donated the anniversary cake made especially for His Beatitude. Several gave talks that honored the life of His Beatitude.
  2. Title XI of the 2008 Canons and Statutes was addressed at the Great Synod, and brought before His Beatitude was the issue of using the word "Eparchy" instead of "Diocese" within the Archdiocese. His Beatitude explained the terminology, and also advised that it was the intent of the Church to establish eparchies in various countries, and a "diocese" would be the center of a particular territory overseeing all eparchies. Several members objected to this and a vote was taken. Four members voted against the term, 3 abstained, 2 were in favor. His Beatitude consented to the opinion of the Synod, and blessed (granted approbation) a change in the wording. The word "Diocese" will replace the word "Eparchy" in reference to territorial dioceses of the Archdiocese. However, this does not affect the creation of non-territorial dioceses, e.g., Eparchy of the Western Rite.
  3. The Synod voted upon discontinuing the Service of Blessing of the Holy Eucharist, the equivalent to the Roman Service of Benediction of the Blessed Sacrament. This was voted upon with 7 in favor of the proposal, 2 abstained, and 1 voted against. His Beatitude made a concession and advised that parishes coming from a Roman background that wish to maintain this service may petition the Metropolis.
  4. Bishop Simeon proposed that the tradition of blessing throats on the Feast of St Blasι be allowed within the Archdiocese. His Beatitude opened this up for discussion, and he commented on the fact that such a service in not in conflict with Orthodox Theology, and that it was a worthy consideration for the Synod of Bishops. The Metropolis blessed this service and guidelines will be issued. The vote concluded as follows: 7 in favor, 2 abstained, and 1 against.
  5. Father Steven Johnson gave a partial report on Academic Affairs Archives. His Beatitude dispensed with a full report until Great Synod 2009. It was recommended that Dr Basil Gikas consider relocation closer to the Metropolis so that he can better serve the Archdiocese as Dean of Education and Academic Affairs. This matter was also tabled until Great Synod 2009.
  6. The revised Monastic Typicon was approved by the Synod of Bishops.
  7. The Synod discussed the changing of name for the Archdiocese to reflect its non-ethnic identity and was approved by His Beatitude. This will be described more fully elsewhere in this newsletter.

 

Commission Conference 2008

  1. His Beatitude Metropolitan Stephen advised that this Conference would be the last one that he would be presiding over. A new chapter in our history begins in 2009, and His Eminence Archbishop Timothy will preside over annual conferences beginning in August 2009. Metropolitan Stephen has served the Commission faithfully since 1979, and has served as its Moderator since 1995. Our thanks to him for all he has accomplished for the Commission!
  2. The Continuing Education policies of the Commission were once again brought to the floor. Although His Beatitude approved a new policy, he was willing to hear proposals and listened to those who asked for a major change from what was approved and brought before the Commission members attending. He advised that he would consider the proposal that was brought forth by Dr Peter Smyth, and seconded by Dr Hampton Bumgarner, and would offer his decision. This he did on August 15th, 2008, five days after the Conference ended. He accepted the proposal in its entirety and reversed his previous decision that would allow licensed providers a chance to satisfy their annual CEU requirements at the annual Commission Conference. It was advised that the Metropolis would issue a new set of guidelines to all members on this matter by January 1st, 2009.
  3. The issue of "Touch Therapy" and the use of "short hugs" among providers and clients were brought to the floor. Dr Andrew Gill offered the cons concerning this, and His Beatitude offered the pros. Suggestions were offered by Archbishop Timothy, Bishop Simeon, Dr Hampton Bumgarner, and Dr William Easley. It was decided that the Metropolis and the Commission would establish guidelines that would be presented at the 2009 Commission Conference.
  4. Very Reverend Archpriest Stephen Lawrence was appointed the new Moderator of the Commission on Religious Counseling and Healing, and he accepted. The voting body was in unanimous agreement with His Beatitude's decision. Father Stephen assumes his new office officially on November 1st, 2008, and will take his oath in August 2009.
  5. Dr William Easley gave a presentation on Auriculotherapy.
  6. Dr Andrew Gill gave a presentation on "A Comparison of Methods of Christian Anthropology: Implications on the Healing Arts."
  7. Dr Hampton Bumgarner gave a presentation on "The Healing Self."
  8. Very Rev Dr Stephen Lawrence gave a presentation on "Current Toxic Dental Practices and Wellness Dental Healthcare Concepts."
  9. His Beatitude Metropolitan Stephen and His Eminence Archbishop Timothy gave presentations on Theocentric Healing and Theocentrism.
  10. His Beatitude made a donation to Sister Annette for allowing the Conference to take place at St Procopius Roman Catholic Church. His Beatitude also treated the Sisters to a dinner at Bruno's Restaurant.
